On what do you base the conclusion that he's drunk? He's probably just upset at being followed around by the gutter press as usual who will then print rubbish such as the above.

Maybe, he was drunk before he went out an forgot his shirt. I don't know if he's getting in the car or out. I've seen him drunk and he's really not that drunk. I think he's not a happy camper for some reason. He might have realized he forgot to get dressed.
