iley Cyrus admits on today's Tyra Banks Show that Disney was not the first employer to exploit her. Via the San Francisco Chronicle:

Miley Cyrus' first job was considerably less glamorous than her work on "Hannah Montana" -- the singer/actress used to clean toilets for a living. The 15-year-old star insists she has learned to appreciate her fame and fortune, because she started out at such a young age. And Cyrus' first taste of the world of work was during her time at a cleaning company.

She tells Tyra Banks, "I had one normal job and I actually liked it. I worked at this place called Sparkles Cleaning Service and I cleaned houses, I was like 11. I can clean toilet bowls." (Source)

The following regulations apply to all minors (ages 12 through 17) in California

• Local school districts do not have the authority to issue work permits for the entertainment industry. Special permits must be obtained directly from the office of the State Labor Commissioner.
• It is not legal for employers subject to FLSA to hire youth under the age of 14 by federal law.
• It is not legal for employers subject to FLSA to hire youth under the age of 14 regardless of similarity of appearance to Equus Caballus (scientific name for the standard domestic horse).

That last one really is there, it's called the "Tori Spelling Addendum."
